About $5 more per line, every month since 2024, on a plan that was sold with a promise that the price wouldn’t go up. The T-Mobile price lock settlement announced by New York’s Attorney General on 20 October 2026 is the answer to that, at least for New Yorkers. Affected customers can choose a refund, a free 5G phone, a discount on a more expensive one, or a rate freeze until at least 2029.
Which of those you can pick depends on the phone you’re using today. And if you take a phone, it’s worth checking it the day it arrives.
What T-Mobile promised, and what it did
According to the New York Attorney General’s office, T-Mobile launched its Price Guarantee Plans in 2017 and advertised them to 4G customers between 2017 and 2019 with a promise that the price would not rise. Lots of people search for it as a “price lock”, but the settlement calls them the Price Guarantee Plans.
From 2024, T-Mobile raised the price of those plans anyway, by about $5 per phone line a month. PhoneArena reports that T-Mobile leaned on terms in its fine print to justify the increases. The Attorney General argued New York law doesn’t allow that.
| Item | Figure |
|---|---|
| Announcement date | 20 October 2026 |
| New Yorkers on the plans who saw increases | About 252,957 |
| Size of the price increase | About $5 per line per month, from 2024 |
| Payment to New York State | $98,000 |
| Total value to consumers | Up to more than $38 million |
| Rate freeze for customers who stay | No increases until at least 2029 |
Attorney General Letitia James put it this way: “New Yorkers deserve clear and honest prices, not misleading offers with hidden fine print.”
Who gets what
The settlement covers New York customers enrolled in the 2017-era Price Guarantee Plans whose bills went up after 2024. The Attorney General splits them into two groups.
If T-Mobile has you down as still using a 4G phone
You get the widest choice. Pick one:
- Cancel and get your last month’s payment refunded, plus a $25 gift card.
- Stay and take a free new 5G phone worth $250.
- Stay and get $150 off a more expensive 5G phone.
Stay, and the plan price is also frozen until at least 2029.
Everyone else, including people who already moved to 5G
You can cancel and get your last month’s payment back, or stay and keep the same price guarantee until 2029.
Picking an option
| Your situation | Likely best option | Why |
|---|---|---|
| Happy with T-Mobile, still on an old 4G phone | Free $250 5G phone | A new phone plus the rate freeze to 2029 |
| Want something better than a $250 model | $150 off a pricier 5G phone | The discount comes off a phone you choose |
| Already planning to leave | Cancel with refund (+ $25 gift card for 4G users) | Money back, no lock-in |
| Already on a 5G phone | Stay with the price guarantee, or cancel with refund | The phone offers are only for 4G users |
Thinking of cancelling? Leaving a carrier doesn’t unlock a phone you’re still paying off. If you have a device balance, it usually becomes due, and the phone stays SIM-locked until it’s paid and meets T-Mobile’s unlock policy. Our walkthrough on unlocking a T-Mobile phone covers the official process.
Taking the free phone? Check it when it arrives
A $250 carrier phone is nearly always a budget Android model, and it will normally be locked to T-Mobile for a while. That’s fine if you’re staying. It matters if you might switch later, or hand it to someone on another network.
- Get the IMEI by dialling
*#06#or looking in Settings › About phone. - Run a T-Mobile clean/finance check to see whether the IMEI is clean and whether a device balance is attached.
- Run a carrier and SIM-lock check to see if it’s locked, and to which network.
- Before any carrier switch, read will my phone work on another carrier. Band support and VoLTE matter as much as the unlock.
The fee that went up anyway
The settlement deals with the base price of old plans. It doesn’t touch fees, and T-Mobile has just raised one again. According to Droid Life and TalkAndroid, from 12 October 2026 the Regulatory Programs & Telco Recovery Fee went from $4.49 to $5.49 per voice line a month, and from $2.10 to $2.60 per mobile internet line. It’s the second increase this year, and Droid Life notes it applies even if your plan isn’t changing.
On plans where it isn’t included, the fee sits on top of the advertised price. So a “guaranteed” plan price and a rising bill can both be true. A $1 rise on four voice lines is $4 a month, or $48 a year, before taxes. Open the “Fees” or “Taxes & fees” section of your bill in the T-Mobile app to see what you pay per line, and when you compare carriers, compare the whole bill, not the headline price.

Outside New York: filing complaints
The settlement only covers New Yorkers. If you live elsewhere, have been on a Price Guarantee plan since 2017, and your bill rose after 2024, PhoneArena suggests going to federal regulators.
- Gather the evidence: the plan name and start date, an old bill with the guaranteed price, and a recent bill with the increase.
- File an informal complaint with the FCC at consumercomplaints.fcc.gov. Choose the phone/wireless category and describe the price promise and the increase.
- File a report with the FTC at reportfraud.ftc.gov, which handles deceptive advertising.
- Contact your own state Attorney General’s consumer protection office. New York has shown a state can act on this.
- Keep whatever T-Mobile sends back. FCC informal complaints are forwarded to the carrier, which usually has to reply.
As PhoneArena points out, a complaint may not get your money back, but a lot of them can get regulators’ attention. New York customers with questions can call the Attorney General’s office on 1-800-771-7755.
