If you bought your phone from a UK network in the last few years, there’s a good chance it was never locked at all. Ofcom, the UK communications regulator, banned mobile providers from selling locked phones from December 2021. So why do so many people in the UK still search for how to unlock a phone?

Because millions of handsets sold before the ban are still in circulation — in drawers, on marketplaces, in trade-in bins, and in shops abroad that buy UK stock. This guide explains what the rules actually changed, which phones may still be locked, how to request an unlock from EE, O2, Vodafone and Three, and how to check a phone before you rely on it.

What the Ofcom rules changed — and what they didn’t

Ofcom’s rules stopped UK mobile providers from selling phones that only work on their own network. Before the ban, the picture was mixed: some networks (O2, Three, Sky Mobile and Virgin Mobile among them) were already selling unlocked handsets, while others, including EE, Vodafone, BT and Tesco Mobile, still sold locked ones and unlocked them on request.

What the rules did not do:

  • Unlock old phones automatically. A phone sold locked in 2019 is still locked today unless someone requested an unlock.
  • Cover phones bought abroad. A US, Japanese or Gulf-region phone brought into the UK follows the rules of the carrier that sold it. A US iPhone, for example, may still be locked to AT&T or T-Mobile — see using a US iPhone abroad.
  • Remove other locks. Activation Lock, Google’s FRP, MDM and blacklisting have nothing to do with carrier locking.
  • Override a blacklist. A phone reported lost or stolen is blocked by IMEI on UK networks whether it’s locked or not.

For the regulator’s own explanation, see Ofcom’s official website. If you’re new to the topic, our explainer on carrier-locked vs unlocked phones covers the basics.

Which phones are likely still locked?

Where the phone came fromLikely lock status
Any UK network, bought after the December 2021 banShould be unlocked
O2, Three, Sky Mobile or Virgin Mobile, before the banUsually unlocked — these networks largely sold unlocked phones already
EE, Vodafone, BT or Tesco Mobile, before the banMay be locked unless an unlock was requested
Bought SIM-free from a manufacturer or retailerUnlocked
Imported from another countryDepends on the original carrier
Refurbished or trade-in stockVaries — always check

These are tendencies, not guarantees. Network policies differed by period and by device, and a few phones from “unlocked” networks still turn up locked. The only reliable answer comes from testing or from an IMEI check.

How to tell if your phone is locked

The SIM test

Insert an active SIM from a different network than the one the phone came from and restart. Messages such as “SIM not supported”, “SIM network unlock PIN” (Android) or “Enter network lock code” mean it’s locked. Make sure the test SIM isn’t from a network that piggybacks on the original one — giffgaff uses O2, for example, and several brands use EE or Vodafone.

On an iPhone

Go to Settings › General › About › Carrier Lock. “No SIM restrictions” means unlocked. Full details are in how to check if an iPhone is unlocked.

By IMEI

You’ll need the IMEI either way. Dial this on the phone:

*#06#

For iPhones, a carrier + SIM-lock check shows the network the lock is tied to, and a SIM-lock status check gives a quick locked/unlocked answer. That’s far more reliable than a seller’s word when you’re buying second-hand.

Don’t guess — check it.Enter the IMEI or serial and get official records in seconds. Your first All-in-one check is free.

How to request an unlock from EE, O2, Vodafone and Three

Each network has its own process, and they have changed over time. In general you’ll need the IMEI, the account details or number the phone was used on, and in some cases proof of purchase. Most UK networks dropped unlock fees around the time of the ban, but confirm on the network’s site.

EE

EE customers can usually request an unlock through their EE account or app, or via EE support. If you’re not the account holder, contact EE with the IMEI. Start at ee.co.uk.

Vodafone

Vodafone handles unlock requests through its website and My Vodafone account, and provides an unlock code or confirmation once approved. Start at vodafone.co.uk.

O2

Most O2 phones were sold unlocked, but older handsets can still be locked. O2 support or your account area can process a request. Start at o2.co.uk.

Three

Three sold unlocked phones for years before the ban. If you have an older Three phone that shows as locked, contact Three support via three.co.uk.

Entering the result

  • iPhone: no code is ever needed. The unlock is applied on Apple’s servers; insert another network’s SIM and restart, or restore the iPhone, to pick it up.
  • Android: some networks send a network unlock code (NCK). Insert a non-accepted SIM, wait for the “SIM network unlock PIN” prompt and enter it carefully — many phones allow only a limited number of wrong attempts.

When the network can’t help

Older phones cause the most trouble: the account was closed years ago, the network was merged or rebranded (Orange and T-Mobile UK became EE, for instance), or the phone is an older Nokia, Motorola or Alcatel model the network no longer supports. In those cases a manufacturer-level code may be the practical route for a clean device:

Order these only for phones that are yours and not reported lost or stolen. If you’re unsure what you have, start with the All-in-one basic info report to confirm the exact model, and see the carrier check page for the full range of lock checks.

Locked isn’t the only reason a UK phone won’t work

A phone that’s unlocked can still refuse service. Before you assume the unlock failed, rule out these:

  • Blacklisting. UK networks block phones reported lost or stolen and share those reports. A GSMA blacklist check tells you if the IMEI has been flagged. Our guide to what a blacklisted IMEI means explains the different statuses.
  • The 3G switch-off. UK networks have retired 3G. Old phones without 4G calling (VoLTE) support may get no service or no calls even when unlocked.
  • Imported models. Some phones built for other regions lack UK 4G bands or VoLTE profiles for UK networks.
  • APN settings. Data that won’t connect is usually an APN problem, not a lock.

Verdict

If your phone came from a UK network after December 2021, it should already be unlocked; if it’s older and came from EE, Vodafone, BT or Tesco Mobile, request an unlock from the network first. For anything imported, refurbished or bought second-hand, check the IMEI before you pay or travel. Enter it below to see lock and blacklist status together:

Frequently asked questions

Are all phones in the UK unlocked now?

Phones sold by UK networks since Ofcom’s ban took effect in December 2021 should be unlocked. Phones sold before that, or imported from other countries, can still be locked.

Is it legal to unlock a phone in the UK?

Yes. Unlocking your own phone is legal, and networks generally unlock eligible devices on request. Changing a phone’s IMEI, however, is a criminal offence in the UK.

Does unlocking a phone cost money in the UK?

Most major UK networks stopped charging unlock fees around the time of the Ofcom changes, but check the current terms on your network’s official site.

Can a blacklisted UK phone be unlocked?

Carrier unlocking and blacklisting are separate. Run it through iSerial’s checks first — records are sometimes wrong, and the report shows the exact status and why. Based on that, our team can advise which service applies. Phones genuinely reported stolen should not be used.

How do I know if my UK phone is locked?

Try a SIM from a different network that doesn’t share infrastructure with the original one, check Settings › General › About › Carrier Lock on an iPhone, or run an IMEI SIM-lock check.
